Internal Hemorrhoids? Doctor necessary?

yesterday when i wiped after passing a stool, there was some bright red blood on the tissue paper. Since then, it has not been bloody, but the inside is a little itchy. I’m pretty sure it is hemorrhoids, though it doesn’t hurt at all.

Are hemorrhoids reoccurring? for instance, once you get them, are you doomed for life? like herpes?

Should i see a doctor or should i wait it out for a while?
