Proctologists specialize in the anus and rectum, so yes, there are doctors who specialize in this area. Hemorrhoids however, are fairly common, and probably your doctor or your OBGYN would be able to help you to where you need intervention surgery. If surgery is necessary, the proctologist would be the only one doing it.
